vista report tool question

Vista Report Tool Question

When I booted to Vista today, I noticed a new System Tray icon. When I clicked it, the dialog box asked if I wanted to activate something that sounded like a report tool which reports problem to Microsoft. I inadvertently clicked the X to close the box.
I'd like to participate like and automatically send info to Microsoft.
Question: How do I activate this program?
